Agreed here.  I think concensus saiz;

1. if there were a cool 'ports' style mechanism, we would use it, but we don't,
   and noone is raising their hands for this rather massive undertaking, and
   nobody has time to RM such a complex beast.

2. the Apache tree should have stable add-in modules, e.g. don't throw the 
   new [possibly harmful] experiment 'over the wall' from mod-proxy-cvs till
   it's really hammered out.

3. modules for the masses, it's gotta be simple.

So I agree with you, Bill, and my conditional +1 became a straight +1.
