since it is happening on Winblows too, check to make sure the ISP phone 
number you are dialing into supports the same protocol that your modem 
does.  I got slow speeds dialing into rmi.net's flex protocol line using an 
x2 protocol 56 kb modem.  Problem went away when I switched ISPs.
