I know about that file but don't remember where/what it is. Take a look
in
/etc/ppp - options??
/etc/sysconfig/network-scripts - ??? options again???

Some of these files set the modem speed _BUT_  How about trying this?

>From the Kppp mini terminal type:

AT <cr> then AT&N? (where ? means that symbol)
AT <cr> then AT&U? (where ? means that symbol)

Record the output and post it for us.

This last should let us if there is a lock on the connect speeds
within the nvram on the modem.
