Thanks for all the replies. Especially Christoph explaining why he added it to josm. I have always felt that footway was not really appropriate to rural paths: the "map features" description always seemed very urban oriented. But I guess that was because I was giving too much weight to the necessarily specific example(s). For now, at least, I will probably revert to footway for the area in question.
