And i think the validator is right there: If two ways are sharing a node 
thant these elements have a usable connection. Tunnels + Bridges and 
their crossing/undergoing ways should therefore not be connected at all. 
The router doesn't go wrong in your example, the data isn't in a format 
the router is expecting it.

I haven't seen a "crossing ways" error from the JOSM validator includign 
a boundary for more than 5 months now. If you update JOSM  don't forget 
to enter the JOSM settings -> "Plugins"-Tab and hit update there to get 
your plugins updated as well. If you problem persists... Did you report 
it in the bugtracker already?
