There is a wiki page discussing the use of amenity=shelter, primarily in terms of camping shelters of various sorts. My preference would be building=shelter, if that is enough different from amenity=shelter to be used in a more general way. Then a relation to combine the two parts into a single bank of parts building=yes, amenity=bank, and possibly building=shelter, amenity=drive-in_bank;atm.
