Okay, I'm making some suppositions, as I have not lifted the building or parking lot to see if there actually is ground under them. Maybe it's like trying to determine if the light stays on in the fridge. Seriously, you have got to be joking. There is no way in the world that I am going to make millions of areas to describe each little bit of a residential area that sits between each road, building, etc... every time you want to add another element to the map, you'll have to go back and cut a hole in the existing area in order to place the new element. I think cutting holes in area elements is more of a mistake than layering. The local school sits in an area designated as a park, inside an area designated as residential, inside an area designated as Sherwood Park, inside an area designated as Strathcona County, inside an area designated as the Province of Alberta, inside an area designated as Canada. Yes, some of these are defined by border tags, and aren't actual area polygons. I create an area that encompasses all of a residential neighborhood, and let the roads get rendered over top of the area. I also define parks, lakes, buildings, pitches, playgrounds, etc and let them all fall on top of the residential area. If I can't layer elements then I guess I'm hanging up my OSM boots, I don't have the time and energy to try and juggle all that snipping/cutting/pasting...
