I agree that it would be useful to extend the barrier=fence tag to allow its
use on nodes (cf. JOSM presets where this is limited to ways and, for some
unknown reason, areas (when would an area be a fence?). In the meantime it's
not hard to draw a short section of fence at right-angles to the road.
