That particular example is one left behind by the licence change redaction process (see http://wiki.openstreetmap.org/wiki/Open_Database_License in the wiki for some information about that). What probably happened was:

1) Someone how didn't agree to have their data licensed under the new licence added a feature

2) Someone who did added extra detail to that feature (including the node that you see left behind)

3) The redaction process removed the contribution by (1) but left the contribution by (2).

Where that node is, therefore, is something that someone thought worthy of mapping that isn't represented on the map. Rather than just deleting it, I'd go there and see what that thing might be, and map it again.
