MIODRAG VUKOVIC:
DPS WILL NOT PARTICIPATE IN THE FEDERAL ELECTIONS
PODGORICA - The Montenegrin ruling Democratic Party of Socialists (DPS) will
not participate in the forming of the Federal Government or in possible
holding of the fresh federal elections - President of the DPS Executive
Board Miodrag Vukovic said.
DPS sees Federal Republic of Yugoslavia as a vanished idea and an alliance
of internationally recognized states as the best solution for relations
between Serbia and Montenegro.
Vukovic also confirmed the resoluteness of the Montenegrin parties not to
give up an idea of the Montenegrin independence.
CONSULTATIONS ABOUT COMPOSITION OF NEW FEDERAL GOVERNMENT
NEW FEDERAL PREMIER-DESIGNATE WILL BE FROM MONTENEGRO
PODGORICA - President of the FRY Vojislav Kostunica started yesterday
consultations with the resigning ministers from the Democratic Opposition of
Serbia (DOS) about forming of the new Federal Government.
According to the Constitution, a new Federal Premier-Designate will be
someone from Montenegro. The new federal government should finish its
version of a new Platform about relations between Serbia and Montenegro -
Yugoslav President Vojislav Kostunica pointed out.
Consultations about the new Federal Government will be continued today, when
negotiations between the Yugoslav President and leaders of the Montenegrin
opposition "Together for Yugoslavia" will be held.
FILIP VUJANOVIC, PRESIDENT OF THE MONTENEGRIN GOVERNMENT:
DIALOG WITH SERBIA AND REFERENDUM - PRIORITIES
PODGORICA - Majority in the Montenegrin Parliament supported yesterday
program and personnel composition of the new Montenegrin Government proposed
by Premier -Designate Filip Vujanovic.
Premier Vujanovic emphasized that his Cabinet would initiate dialog with
Belgrade about forming an alliance of Serbia and Montenegro as the two
sovereign and internationally recognized states.
Vujanovic said he would send a written suggestion to President of the
Serbian Government Zorana Djundjic the dialog between Podgorica and Belgrade
to start within a week.
Vujanovic invited also Yugoslav President Vojislav Kostunica to join the
talks taking into account his high international rating, although Podgorica
does not recognize ''illegal federal government in Belgrade".
The Montenegrin Government, chosen to run the country only within a year, is
primarily obliged to schedule the Referendum on the Montenegrin
independence -Vujanovic confirmed.
PEOPLE'S PARTY AND REFERENDUM:
SOC THREATENS OR WARNS?
PODGORICA - President of the Montenegrin opposition People's Party (NS)
Dragan Soc said the Montenegrin Parliament his party is ready to participate
in the new federal government despite the fact it had boycotted last federal
elections.
It is interesting that the NS boycotted elections together with the ruling
Democratic Party of Socialists (DPS) in a sign of protest against
Milosevic's illegal changes of FRY Constitution.
NS is willing now to take part in the federal government without having
single MP in the Federal Assembly, and despite the fact that ''illegal
Constitution'' has not be put out of force.
If the Montenegrin independence referendum scheduled ''in the present
conditions, this reckless move against the wish of international community
and without participation of all Montenegrin citizens could lead to tragic
consequences'' - Soc said in statement that sounded as threat or warning.

DPS NECE NA SAVEZNE IZBORE
PODGORICA - Predsjednik Izvrsnog odbora vladajuce crnogorske Demokratske
partije socijalista (DPS) Miodrag Vukovic izjavio je da njegova stranka nece
ucestvovati u formiranju Savezne vlade ili eventualnim saveznim izborima.
Vukovic je kazao da DPS smatra da je SRJ potrosena ideja i da je savez
medjunarodno priznatih drzava najbolje resenje srpsko crnogorskih odnosa,
dodajuci da procrnogorski blok nece odustati od ideje nezavisne Crne Gore.
KONSULTACIJE O SASTAVU NOVE SAVEZNE VLADE:
MANDATAR SAVEZNE VLADE BICE IZ CRNE GORE
PODGORICA - Federalni predsjednik Vojislav Kostunica poceo je juce
konsultacije oko formiranja nove savezne vlade sa ministrima u ostavci iz
redova DOS-a.
Kostunica je naglasio da ce novi mandatar savezne vlade, u skladu sa
Ustavom, biti iz Crne Gore i da vlada treba da privede kraju rad na
platformi o preuredjenju odnosa Srbije i Crne Gore.
Konsultacije o novoj saveznoj vladi Kostunica ce nastaviti danas razgovorom
sa liderima crnogorske opozicione koalicije "Zajedno za Jugoslaviju."
FILIP VUJANOVIC, PREDSJEDNIK VLADE CRNE GORE:
DIJALOG SA SRBIJOM I REFERENDUM PRIORITETI
PODGORICA - Poslanici u Skupstini Crne Gore juce su vecinom glasova podrzali
predlog programa i personalni sastav nove vlade mandatara Filipa Vujanovica.
U izjavi nakon inauguracije premijer Vujanovic je istakao da ce njegov
kabinet inicirati medjustranacki dijalog u Crnoj Gori i razgovore sa vladom
Srbije o stvaranju saveza suverenih i medjunarodno priznatih drzava.
Vujanovic je najavio da ce do kraja ove sedmice uputiti predlog predsjedniku
vlade Srbije Zoranu Djindjicu da zapocne dijalog dviju vlada, uz ucesce i
predsjednika SRJ Vojislava Kostunice uvazavajuci njegovu visoku medjunarodnu
reputaciju.
Osnovna obaveza vlade, ciji je rok trajanja odredjen na godinu dana, bice
organizovanje referenduma o nezavisnosti Crne Gore - potvrdio je Vujanovic.
NARODNA STRANKA I REFERENDUM:
SOC PRIJETI ILI UPOZORAVA?
PODGORICA - Predsjednik crnogorske Narodne stranke Dragan Soc izjavio je
juce u crnogorskoj skupstini da je njegova partija spremna da prihvati
ucesce u novoj saveznoj vladi, bez obzira sto nije ucestvovala u saveznim
izborima, ukoliko im takvu mogucnost ponudi srbijanski DOS.
Interesantna je cinjenica da je Narodna stranka bojkotovala protekle savezne
izbore zajedno sa Demokratskom partijom socijalista, a sada na politicki
sasvim suprotnoj strani kao clan koalicije "Zajedno za Jugoslaviju" iskazuje
spremnost da participira u saveznoj skupstini u kojoj nema ni jednog
poslanika.
Soc je juce najavio da "moze doci do tragicnih, odnosno dalekoseznih
posljedica ukoliko referendum bude sproveden u postojecim uslovima," trazeci
da se na referendumu obezbijedi pravo glasa svim drzavljanima Crne Gore, sto
se moze shvatiti ili kao upozorenje ili kao prijetnja.
