I had a similar problem with my '84 CB650SC and found the choke cable was "out 
of adjustment" and not fully operating the choke system.  It necessitated 
moving the choke cable in the clamp to insure full movement.  Try observing the 
moving parts on the carb while operating the choke.  Leave it set in the full 
choke position.  Now attempt to move the lever/arm/etc. on the carb (small 
plier/needlenose?) to see if it is possible to move it further than the cable 
did.  If so, reposition the cable to insure it goes to the full choke position. 
 Maybe.....

can see that little PLock on the ignition! Actually I've always noticed the 
Lock, never noticed the "P" in front of it.  Now I can lock it with confidence.
