The starter won't work with only 5V. Recharge battery and try the starter again. Let's not jump at this job. ## did you leave the key on or just the handlebar switch ? If the key was off nothing else should matter. When you check for voltage at the starter, use a frame ground and not the battery negative terminal for a second check to verify battery ground to frame. I'm just trying to make sure the ONLY thing wrong is the starter. This is starting to sound more like a cluster.
