Someone correct me if I'm way off base here but the no cranking when
you hit the button might be a starter issue.  I had that wiith my
first '83.  All the lights would work just fine but it wouldn't
crank.  When I had the starter replaced, the guy who did it said that
the core came out in two pieces.
