I have had that problem before on my '86 450 (the running lights and gauge lights being out, not the blown fuse problem). In my case, it was only a dirty/loose fuse (the bottom of the 3, I think). I cleaned off the grit off and put di-electric grease on before replacing it, and it has worked like a charm ever since.
