Vacuum hose seems dry, and no matter how much I shake or toss the tank
with the petcock set to "ON" it doesn't seem to leak a bit. Which is a
relief.. however, I'm going to take another look at the valve. Maybe
there isn't enough gas in it to cause the flooding, it's possible that
a really full tank caused so much pressure from gravity that it pushed
through anyway.

Also - let the oil/gas drain from the crankcase for days, drained &
opened up carbs, cleaned everything up, reassembled & readded oil..
turned over the engine without the fuel tank attached and I heard the
bubbling noise again!! That is very troubling! There should only be
oil in there at this point, and it shouldn't cause a gurgling noise..
should it? Hmm..

Still determined to figure this out.. I bought this bike to learn how
to wrench.. and darn it i will fix this..
