Check the alignment of the forks when reassembling the wheel.

If it's not out of balance then it could be a flat spot. If the tire has ever had the brakes locked up, even for a short distance, it can grind down a small section. May not be noticeable to the eye but the flat point would be enough to induce a vibration.
