So if the Mechanic says it is the starter, that's where I'd start. There are 
barely any functional differences between a motorcycle and a car besides the 
obvious, so even if he isn't a bike guy, he could still diagnose the problem. 
I've replaced the brushes on my starter. It takes about an hour and some 
patience since it can be difficult to hold the four brushes back while 
inserting the stator (the spinny part in the middle).

A set of brushes should run ~$30 on bikebandit.com or you honda dealer.

Usually when the brushes go bad, you can hear the relay click and nothing 
happens. Rap on the starter with a soft-faced hammer and try pushing the start 
button again. If it tries to start then, the brushes are the culprit. 

You could have something goofy like a bad neutral sensor. On my 83 650, a green 
light comes on to say the bike is in neutral (or in gear but holding the 
clutch).

I'd still assume the starter.
