We had this discussion a few months back. The position of the lever can change from one year model to the other. All depends on how Honda felt like doing it that year. On my '83 lever up in engaged and lever down is disengaged. On my '84 it's the exact opposite. The only way to avoid any confusion is to look at the plungers. They should only be pulled out during cold start, once the engine is warmed up they should be pushed back in. Position your lever to achieve those results.
