I think the fuel screws need to be turned out, they probably just turned them out 2 turns and didn't do a sync. If he needs to run with choke on then he is not getting enough fuel. Raising the idle won't fix that. BTW that black plastic idle screw actually opens the #2 carbs butterfly, so if you make too many turns on it you're carb sync will get messed up. I recommend pulling the carbs and set all the pilot screws to 3 turns out and do a sync afterwards. Sent via BlackBerry by AT&T

I'd take the 10 mins of tinkering with the idle adjustment screw. On my '83 CB550SC, it's a decent sized, springe loaded, plastic headed screw/bolt-ish, black in color, on the bottom on my carbs (when installed on the bike) in between carbs 2 and 3, in the middle of the whole set of carbs. If I'm not mistaken (and with the carbs installed on the bike), you'd sit on the bike, let it warm up as best you can. Turn your choke "off" (I too have been confused with the choke-in and choke-out ha). From here, try slightly adjusting the idle by slightly screwing in and out until you find a happy medium. I would think a full turn in either direction is all you'll need, so don't keep turning it a whole bunch in either direction. I'm thinking you'll find your "sweet spot" somewhere within a half-turn in either direction. However, do NOT mess with the 4 individual adjusters for each carb or you'll cause a whole mess of problems. I can take a picture of my carbs when I get home if you like.
