1983 CB650SC choke closes by pushing lever up; 1984, 1985 choke
closes by pushing lever down.

That's the problem, to further confuse things on some bikes the
lever is down to engage the choke and on others it's up. So forget
the position of the lever, or the terms open or closed or on or
off. The plungers, pulled out means choke is engaged for cold
start, pushed all the way in means disengaged for normal operation.
The should never be pulled out when going down the road.

Viggy when you say 'open' I'm understanding it's pulled down
towards the ground (and the little plungers are actually pulled out
like Kyle mentioned)? So you run your bike with the choke drawn
down? (I wish I had a whiteboard =) )
