seatbelts do help you control the car.... they hold you in the seat during a situation of high g force (take your car/truck offroading without seatbelts, and with... you stay in your seat much more, and therefore have better control) thats why i believe that seatbelts should be mandatory, on the other hand by the time you need a helmet you are already on the ground (no chance of "if i had better control i could have prevented this"). i believe that helmets should be a choice, not manditory where seatbelts should be required. presonaly i never go more then out of the parking lot without a helmet, but that is also my choice
