Exhaust pipe clamps: try brushing with wire brush and then use
'Extend' rust treatment on them as a primer and either leave that way
or paint silver or black finish (all in spray cans).
Fender: the fenders on my CB650's are plastic
Base plate: I have no idea what that could be
Exhaust pie end: I have restored several of those - again use wire
brush and/or steel wool and then masking off everything else, paint
satin black with 500 degree or greater paint. Comes out real nice.
Headlight and around: steel wool - if that doesn't remove it replace.
I use steel wool a lot and have brought many rusted chrome surfaces
back to reasonably good condition. The older 80's chrome is pretty
durable,
