Oxalic acid (wood bleach like that used for restoring decks) dissolved
in water will also work.

Drawbacks -- it requires soaking the parts in the solution for 12-36
hours, periodically removing them and scrubbing with 0000 brass or
stainless steel wool, so it's not a method to use unless you're
disassembing the bike.

Chrome only shows rust when it's pitted and the steel underneath is
what is actually rusting, so no amount of cleaning will keep the rust
from eventually reappearing.  You can delay the inevitable by keeping
the part waxed or painted, but the only sure solution is replating or
replacing the part.
