There isn't much difference in sound level or performance between just a few small holes and so many holes the pipe is barely intact. But IMHO it sounds and runs better with more holes, we went from stock to barely any pipe left in about 4 steps. Definitely richen the pilots and either rejet (the right way), or washer mod (the cheap way).
