G'day Drew from a kiwi in PA. I have a 1985 CB650SC as well, only it is here with me in PA. The fuel gauge sensor mechanism is inside the tank. It is a surface area wound with copper wires and sensor crosses them as the fuel level changes. In your case it sounds like the float mechanism doesn't have free play. It may just need cleaning. Remove the tank and you'll see how to access it on the underside. It's very straight forward, as is cleaning the whole mechanism.

I HAVE ONE QUESTION... it is the only issue I have had with the bike. The digital fuel gauge is not accurate. It registers full when it should but goes down too slow so it still registers 3/4 when it hits reserve. Has anyone ever come across this problem before and how do you fix it.
