I don't know the PRECISE rationale behind "Bias ply only" specification, but I know that you aren't supposed to mix bias and radial ply tires.
If I had to hazard a guess, I would say that by specing ONLY bias ply tires, it kept people from incidentally putting one and one on the bike.
