Well I would say it doesn't hurt to put a half gallon or so in so you can
be sure you have gas that can get through to the carbs.  I know when I was
cleaning the tank on my 450 there were times when I could hear water
sloshing but was having a hard time getting it to come out.  You could
probably have a half cup still in the tank, hear it sloshing, and not have
enough to run the bike.  Part of the behavior you've described sounds like
what has happened to me when I've "run out" of gas in stop and go traffic
and had to put it on reserve.  After my tank cleanup I also added an inline
fuel filter just to make sure I don't let any sand or residual loose rust
through to the carbs and that lets me tell at a glance if the fuel filter
is empty then I'm "out of gas" and need to put it on reserve.  I suppose
you could turn off the petcock and remove the fuel line to the carbs and
see if anything comes out to see if you aren't getting gas to the carbs,
and even turn it back on with the line over a bottle or something to see if
maybe the petcock isn't passing fuel.
