With carbs, engine speed is independant from throttle position. If you
have problems only at low throttle settings regardless of RPM, then
your problem is likely with the slow jets in the carb. If it goes away
when the revs rise, I would start looking elsewhere, possibly
ignition. Does it ever happen in second gear, even when you're way
down in the revs?

It seems to come and go..? That complicates it. Can you find any
common traits of when it does happen? Keep riding it, try to nail down
the details a bit better. And yes... they take forever to warm up,
that is normal!
