I set the idle stop screw 2 turns from seated to get it in the ball park then 
once it starts I set the idle to the correct RPM. On the Kehin carbs the fuel 
screw should be between 2.5 and 3 1/4 turns out from seated, I've found that 3 
turns is about perfect for most bikes where the factory setting was 2 3/4. If 
you can get to the fuel screws once installed the set the screws lean, raise 
the idle to 1500 RPM, and give them a 1/4 turn out. If the RPMS rise then lower 
the idle back to 1500 and repeate the process until there is no effect on RPM. 
If it is lean when you blip the throttle there will be a stumble as the RPMs 
rise, and the RPMs will hang then lower to idle when you let off. If it is too 
rich it can also stumble on roll on, but the RPMs will drop below idle and it 
will pop in the exhaust. Tuning must be done on a hot engine so plug in a fan 
to keep it from over heating.

What did you set the fuel screws? If you spray gas how is the idle? If the 
throttle stop screw is set too high or low  it won't start, same goes if the 
fuel screws are too lean.

So I cleaned the carbs on my 1983 honda cb550sc put them back in and hooked up 
fuel and bike won't run. The weird thing is that if I spray fuel in through the 
air box it will run all day now I took the carbs back off and there was fuel in 
the float bowls hence the reason I am stumped
