The only thing for sticky keys and locks is graphite, in a dry powder or in
an alcohol spray. Then just jiggle while turning and yes, the cap springs
up and swings back towards the seat.
What might have happened though is some previous owner may have replaced
your tank which came with a new cap and now the key for that doesn't match
the ignition or the helmet lock. In that case all I could think to do is
take the tank to a lock smith, empty of course.
