The V&H that was on my 750 when I bought it was rusty through the chrome all over the pipes. Not sure how old it was, though.
I'm sure some of this stuff is pretty hit and miss, but I wouldn't personally look at any aftermarket set of pipes as anything other than a good candidate for a coating from a good shop.
