Not unusual for the choke to be needed more than normal in colder temperatures.
Idle is 1000 plus or minus 100 rpm. If you are letting the bike sit for
extended periods of time between rides, you need to add fuel stabilizer and
drain the carbs (turn fuel off and let bike run until it dies) after each ride.
Doesn`t take much gunk from fuel going bad to screw up everything.

This bike is finicky when it's cold. Most Hondas are. It definitely needs a
good 5-10 minute warm up and don't romp on it while it's warming up. Choke is
gonna be needed most of the time unless it's 80+ degrees. Idle should be higher
in the cold but idle should be around 1k to 1500. Always be sure to turn off
the gas as well.
