I think we are moving too much towards an off-topic discussion in here. I would encourage a separate thread for your questions around responsibility and refactoring.
I will just say that I am always happy to lend a hand in reviewing refactoring PRs for the stdlib, in practice there isn't anything stopping just about anyone from doing the refactoring and spreading the load on these kinds of monotonous tasks is always a good thing anyway.
