I think I open iPhoto and selected the part of a picture I wanted. Then I copied and then went to the address book, found my card, selected the picture area, and pasted. As I understand it, you can also do this through iChat or the User's pane in Panther as well. (they all go to the same thing.)

If you send using a mac.com account, Mail.app does attach your picture automatically, but not if you send through any other account. However, there is a way to change this. It is an easter egg...I need to look it up I guess. :-) Maybe it is just switching to HTML Mail. I am sending this as HTML mail just to try it out (Select Format->Make Rich Text)

Since my own picture is in my own address book it shows up in my own e-mails. There is a way to have Apple Mail also embed the picture in mails it sends out, but I don't know how to do it.
How did you get it into the address book? Did you use the System Preferences/Accounts route or some other way?
