Running an overrated airconditioner is much more expensive energywise, than
running a correctly sized one.  If you have an AC unit that is rated for
twice the cooling capacity you need, it will startup, run for a short time,
and shutdown.  A short time later the cycle will repeat.  A correctly sized
AC unit will startup, run a very long time and then shutdown.  What is
counter intuitive is that stopping and starting the oversized  unit actually
uses much more energy than running a correctly sized and modern AC unit all
day long does.

On a single unit, this isn't really a big deal, but on a multi unit system
that is not balanced correctly it can turn into a sizable chunk of cash over
the course of a year.
