I never said anything about running "an" air conditioner (i.e., only  
one system).  I said "buy more air conditionING than you think you'll  
need".  That may or may not translate to one unit.

And, Brandon Valentine, you don't size your A/C according to the room  
(well, they do for residential but we were talking about a commercial  
building), you size it according to the load.

There are lots of ways to engineer capacity control in HVAC.  None of  
them involve putting in the bare minimum of capacity that you think  
you'll ever need.
