Exactly. The "root" account must be enabled and a password set. I've usually done it within the System Settings GUI... which requires the user/admin password.
I don't mean to make a big deal of this, I'm just whining. Most Ubuntu users are surely happy with it as is and never need the root account. I, however, just don't see the need for this departure from "the usual way of doing things."
