yes, I see the same for outlook.com itself, but:

munnari$ host -t mx canpaco.com
canpaco.com mail is handled by 0 canpaco-com.mail.protection.outlook.com.
munnari$ host -t a canpaco-com.mail.protection.outlook.com.
;; communications error to ::1#53: timed out
;; communications error to ::1#53: timed out
;; communications error to 192.100.77.5#53: timed out
;; no servers could be reached

The problem isn't with those back end resolvers (except maybe 192.100.77.5,
that's a very old config, and probably no longer exists - usually ::1 works
fine (ie: munnari's own resolver), there is no response because the remote
servers aren't replying.

I simply picked one (of several) host names that are in munnari's
mail queue right now, going nowhere.

And it is certainly expected that you probably won't have an issue
with that one either - while (unlike gmail) they don't explicitly
say that they don't want to get mail from me, that seems to be the
underlying point.

I also observe that outlook.com is using olc.protection.outlook.com
whereas the ones that fail seem to use mail.protection.outlook.com
