Jason, There are costs to these things. Primarily in the security, development, validation, and support areas. For a corporation like a national bank the costs of this service will be measured in the several hundreds of thousands, if not millions.
I do agree with you that a bank should consider this a cost of doing business these days, but then there is that word "business". We are all in business to make money.
