I also discovered a discrepancy here, and it was because I had a hidden bucket whose balance was not zero.
So: every bucket must be assigned (and not be "optional"), every hidden bucket (and I guess hidden account) must have a balance at 0, and if a transfer is assigned a bucket, both sides must be assigned a bucket.
