My expectation is that if a transaction is marked as "pending", then
it wouldn't be included in bucket totals, but if it's marked as
"open", then it should be included in the bucket totals, even if it is
dated in the future.  This is a pretty significant issue for me
because I open pay bills using my bank's bill pay system and it always
gives me dates in the future.  If the bucket totals don't include
these future ("open") transactions, I'm worried that sooner or later,
I'll overspend a bucket.

If you disagree, then I don't think I understand the purpose of
marking something as "pending" at all.
