I am simply attempting to artificially adjust my pay schedule from bi-
weekly to twice per month.  As for keeping the cash out of the buckets
until the 15th this would be in keeping with the alternate pay
schedule.  And, yes it also serves to avoid spending it sooner than
intended.

No changes are required to the GUI to support this sort of behavior.
The date on the Allocate Income panel was simply a thought.  The only
change would be to give MW the ability to recognize that a future/
planned moneyflow has not yet occurred, thus no money should be flowed
until the planned date.
