Review Comment:
   This method is public API, so we can't rely on the static analysis 
(`@Nullable` and stuff), while ClusterInitializer is an internal class. 
Therefore I prefer to check some basic stuff (arguments being non-null) at the 
very top, while having more business logic-specific checks at the classes that 
implement this logic. Another point might be that we might fail with an NPE 
even before these parameters reach the ClusterInitializer.
