I think you can set that when generating the files.  At least from the command 
line it would be -DXMLLIB_DLL_DIR=/path/to/dll/dir.  I just don't think we can 
do it automatically, since it can change depending on how APR is compiled.  
Alternatively, we could depend on expat directly ourselves, instead of it being 
a transitive dependency through APR.

Yes, that's currently how it's setup.  The tests require it at least in the 
test path, so unless we have local copies being on the user's PATH would be the 
most logical place to look.
