Done in eeaaef6: the Binary Compatibility job now builds and checks only
Scala 2.13 and 3.3. MiMa already skipped 3.9 and 3.10, but `+compile` and
`+mimaReportBinaryIssues` still compiled them, so a Scala Next break would have
turned it red.
