the packet order can be fixed by removing the jitter when sending the rtp packets.
The reason there are too few RTCP packets is because of the way PUMA functions. Ideally you would like RTCP packets to be sent using Unicast. This is not possible with PUMA. You should try ADMR which still outperforms MAODV and is able to send these packets using a unicast mechanism.
