We run all of our printers w/ a static IP address, however when they get
reset most return to thier default setings.
The default setting on the majority of our HP printers is DHCP=on.

So they come backup grab an address from the DHCP pool and sit there.  =\

Like the person 2 posts down mentioned.  Use DHCP reservations.
