Depends.... Do you want to issue your own certificate? If so, then you need to install a Certificate Server. Be aware that if you do it this way, the certificate will not be able to be verified back to a trusted source.
Or... Do you want to order a certificate from a vendor such as Verisign. YOU need to weigh the cost and determine which will be better for you. In terms of actually getting the certificate, you do that through the IIS Admin tool.
