It's part of W2K Server - so it is on the CD. Just add it via Control Panel Add/remove Windows components. I think I set mine up as a Enterprise Standalone Certificate Authority. Once it is set up, when you fill out the certificate, you can browse the Active Directory and it will show up as an available Certificate Authority, or something like that. This enables you to request the certificate from your own Cert Server.
