Okay... My test... Did a backup of 19,800 files for a total of 164 MB in one folder. I used the built-in Windows 2000 backup software and got a rate of 29 MB / min... woohoo!!!
That created one large file that I then backed up to tape. The rate using Veritas was 11.4 MB / min. So instead of backups taking 2 days, I cut it down to 1 day and 23 hours...LOL. Looking at possible hardware issues next... tried two different SCSI cables and a new SCSI controller...
